T.O.R for Invitation for EXPRESSION OF INTEREST (EOI) for Development of Lakes in and around Bangalore on DOT – (Develop/Operate/Transfer) Basis

  1. The Lake Development Authority, on behalf of Government of Karnataka, Department of Ecology and Environment, invites Expression of Interest for the Development, beautification and maintenance of the Lakes mentioned in the schedule below on Develop/ Operate/ Transfer basis from interested Private/Public Participants, including Registered NGO’s, Charitable Trusts/Corporations/Corporate Houses/Business Houses/ Residents Associations, etc., under its Public-Private-Participation Policy.
  2. The applicants can apply expressing interest either singly or through Joint Venture/ Collaboration/Consortium.
  3. The above process of development would generally include, depending upon lake conditions, desilting/dredging/sewage diversion/constructed wet-land/Bio-remedial measures/ construction of water treatment plants/landscaping and is to be simultaneously followed up with beautification of the lakes including chain link fencing/landscaping and gardening/ foreshore and island development/creation of tree parks/rock gardens/walk ways/jogging path/pathways/ fountains, children play area/cycling track/electrification for illumination/ and construction of boat jetty/ certain other facilities like library/coffee bar/ eco-friendly restaurants without permanent kitchen/pargolas/gazaboes/, urban (joy) fishing/bird watching/ butterfly park/ aviaries/boating and other eco-friendly water sports, etc., could also be developed depending on the potential and carrying capacity of the lakes.  This would also include providing drinking water and toilet facilities. These activities are general in nature and will vary from lake to lake.  The beautification shall be as for as possible eco-friendly resources like solar power, wind power and rain water harvesting techniques, etc., and non polluting materials.
  4. These lakes would be leased out to successful agency for a period of 15 years and the lease amount will have to be paid to Lake Development Authority as per standard conditions, which can be obtained from this office. The total investment towards the project will be entirely that of the successful agency.
  5. After successful ecological restoration and beautification as above, the agency will be permitted to use the foreshore and lake for one or more of the specified activities out of above mentioned purposes and activities (excluding commercial fishing), by collecting appropriate user fee/charges, which has to be approved by the Authority.
  6. The successful agency will also be permitted to put up restricted number of advertising hoardings and their logo, in consultation with Lake Development Authority.
  7. The successful agency will also be required to maintain these lakes during the period of lease and should ensure that no waste of any kind is disposed in the lake.  Maintenance of the lake would also include cleaning of the drains and removal of any undesirable weed.
  8. Applicants may propose suitable cost effective and eco-friendly methods for development of these lakes.
  9. The applicants can also send a Joint venture/Consortium/Collaboration proposal for the entire project.  In case of proposal of Joint venture/consortium/ collaboration indicative details of the same if available at this stage may be enclosed with the application.
  10. The interested bidders may submit their ‘Expression of Interest’, so as to reach the office of the Chief Executive Officer, Lake Development Authority, # 49, 2nd Floor, Parisara Bhavan, Church Street, Bangalore – 01 on or before 4.00 pm of 14/02/2007.  The EOI should be submitted in the prescribed format which can also be downloaded from the websitewww.ldakarnataka.co.in and/or/can be obtained from the office of the Lake Development Authority. Terms and conditions of EOI and prescribed application format could be had from the above office during working hours upto 12/02/2007.
  11. The E.O.I must be accompanied with relevant experience (if any), current nature of business/activities and annual turnover of at least last 3 years and list of present and previous engagements and nature of business.
  12. E.O.I must be accompanied by an E.M.D. of Rs. 25,000/- for each bid, in the form of D.D. payable to the “Chief Executive Officer – Lake Development Authority, Bangalore.  It should be noted that mere submission of this EOI does not entitle the applicants to receive any document or be invited to bid for these projects. The EMD of unsuccessful bidders would be returned after deducting administrative charges of Rs. 2,500 per application.
  13. Applicants shall be short listed for final bidding process (R.O.P.), through transparent process; short listed applicants shall be intimated separately and shall be required to submit their Detailed Project Report along with financial offer within 30 days. The above EMD of successful agency will be adjusted towards Security Deposit as applicable. Applicants finally selected would be expected to commence work within 15 days from the date of issue of work order.
  14. After approval of Technical subcommittee, the financial bids will be opened. The successful bidders will have to ensure that the lease rent is paid to Lake Development Authority through Escrow account/Six months advance cheque.

Note :

  1. The Lake Development Authority reserves the right to reject/accept any/all applications without assigning any reason.
  2. The prospective EOI bidders may inspect above lakes before bidding and may contact this office during working hours in this regard.
